During the fight against Perfect Cell, Gohan had been holding back his energy, or was just afraid to unleash it. When Android 16 gets decapitated by Cell, he tells Gohan, “Let it go. It is not a sin to fight for the right causes. There are words alone will not reach—Cell is such a being.”
